	<title>Town of Aurora Strategic Plan</title>

	<description>

The Town of Aurora has developed a new Strategic Plan to identify and assess growth and development opportunities, to help ensure the future economic, social and environmental sustainability and health of the Town.

The Strategic Plan identifies a vision for the next 20 years and includes n implementation strategy to guide municipal services to achieve the goals of creating a sustainable community over the long term. It also guides Aurora Town Council in decision-making for the Town's future.

The vision for the Town of Aurora in 2031, outlined in the Strategic Plan is "An innovative and sustainable community where neighbours care and businesses thrive."

At its Council meeting on February 28, Aurora Town Council approved a final consultation for the Stategic Plan for Thursday, March 29. Residents and business owners are invited to have their voices heard in helping to share the Town's vision for the future. 	<title>Town of Aurora approves $72.1 million 2012 budget</title>

Town of Aurora Council has approved a $72.1 million 2012 budget that includes $22.3 million to build and maintain roads, water lines and other infrastructure and $49.8 million to operate Town of Aurora programs and services.

The 2012 Town of Aurora budget includes a 4.77 per cent increase to the local municipal tax levy. 

The 2012 Town of Aurora draft budget was originally tabled on November 7, 2011 with a proposed tax levy increase of 6.2 per cent or $1.87 million. Following nine dedicated budget review meetings with members of Town Council, the levy increase was reduced by $429,000 to $1.43 million, resulting in the approved 4.77 per cent.

The tax impact for commercial and industrial property owners including the combined impacts of the Regional Municipality of York, the school board and the Town's taxes are estimated to be just less than 1.4 per cent.

	<title>Mayor announces exciting 2012 projects, touts economic successes in</title>

On Thursday, February 23, Mayor Geoffrey Dawe addressed a packed room of Aurora business community leaders at the 2nd Annual Mayor's Luncheon, hosted by the Aurora Chamber of Commerce.

Mayor Dawe spoke to the challenging economic conditions impacting Canadian businesses, brought on by recent global events. Although not immune to these global trends, The Town of Aurora has fared relatively well by withstanding major declines experienced elsewhere. To further this point, Mayor Dawe elaborated on recently completed and current business developments across Town and pointed to the fact Aurora saw healthy increases in the number of businesses and jobs over the last year.

The Mayor also introduced key staff and key projects for 2012, which includes a Business Concierge Service to provide assistance with non-residential development applications and a Business Retention and Expansion (BR+E) program. BR+E is a business visitation program backed by a structured survey, which will allow the Town to better identify and respond to the concerns and challenges facing Aurora businesses. Town staff recently completed a small number of surveys as part of a successful BR+E pilot, and look forward to rolling out the program Town-wide to 150 businesses. 	<title>Strategic Plan Next Steps</title>

A successful round of public consultation for the Town's new Strategic Plan wrapped up in October. To date, approximately 500 residents were consulted at various community events such as the Farmer's Market, Ribfest, Concerts in the Park, and two open houses.

Since the latest round of consultation concluded, the Strategic Plan Steering Committee has been meeting regularly to incorporate this feedback into the vision and goals of the plan, as well as drafting objectives and actions to fulfill them.

	<title>Municipal collaboration nets $750,000 in Savings</title>

Aurora, East Gwillimbury, Georgina, King, Newmarket and Whitchurch-Stouffville - the northern six municipalities of York Region - have joined forces to save $750,000 in insurance premiums over the next 12 months.

The purpose of the collaboration was to go to the municipal insurance markets and get the best coverage for the best price. Rising claims in Ontario Municipalities recently have resulted in a significant increase in insurance premiums. By working together to pool their purchasing power, the N6 have lowered their costs without compromising insurance coverage.

This is the first time the N6 have joined forces to purchase insurance, though it's not the first time they have demonstrated the value in partnering with neighbouring municipalities. In 2006 a similar approach was taken to jointly contract garbage collection, resulting in projected savings of approximately $11 million over 10 years.	</description>

Congratulations to Carolyn Metcalfe, winner of the Town of Aurora's Youth Design Contest! Carolyn is a grade 8 student here in Aurora who shared her artistic vision for Aurora in the year 2031. The Youth Design Contest was promoted in schools, town programs, online, and in the media as part of the Town's ongoing Strategic Plan consultations.

Carolyn's future vision for Aurora included many unique and thought-provoking elements. Among those included in her computer-generated submission were:


	
Aurora Monorail &amp; bike lanes (representing rapid transit &amp; alternative transportation)
	
Aurora Museum &amp; Aurora Observatory (representing heritage and culture)
	
City of Aurora welcome sign (representing growth from a present-day Town)

	<description>The Town of Aurora recently initiated a process to develop a new Strategic Plan to guide future directions in Aurora over the next 20 years. The Plan will focus on strategies that position the Town to help create what the public wants Aurora to look like in 2031. 

The Town's Strategic Plan will identify and assess future scenarios, service delivery options and growth and development opportunities. The Plan will touch upon economic, social, cultural and environmental issues as the Town focuses on its long-term sustainability and health. The resulting new Strategic Plan will outline future directions for Aurora, taking into account recent trends, issues, priorities and input from the community and key stakeholders. 

As a local business with an interest in the future of Aurora, we would appreciate your participation and invite you to help shape the vision, actions and priorities for the Town over next 20 years. 

We have already conducted a number of initial key-participant interviews including one with the Aurora Chamber of Commerce and are planning more as we move through the summer and fall.

Being the former President of the Aurora Chamber of Commerce and a business owner, I am excited to expand my knowledge about small-business enterprise through working with the Town's Strategic Initiatives division and the newly struck Economic Development Advisory Committee. Working together with Council, Committee and Town staff, I believe 2011 to be a year that the Town can help grow a stronger and more vibrant economy that provides Aurora residents with high-quality jobs in diverse fields.

This year, local businesses can look forward to several activities aimed at supporting and developing our town's business sector. Some of these activities include:

A Business Retention and Expansion Strategy: The strategy aims to identify and respond to opportunities and challenges facing businesses in Aurora, develop relationships with local businesses and develop an action plan to support business over the short, medium and long-term.

Unique Business Workshops: A series of events dubbed as "Business Innovation in Changing Times," allows small and medium-sized businesses the opportunity to access ideas, insight and resources to help their businesses adapt to the fast-changing, highly-competitive marketplace. With a focus on technology solutions, these workshops will afford Aurora business owners the opportunity to develop concrete actions and strategies that they can use to power their companies to greater success.

A Business Concierge Service: This Town service will help business owners and investors looking to locate or expand an operation in Aurora navigate through Town Hall. The program will assign a case manager to each major potential investor to liaise with Town staff (on behalf of the client) on information requests and the development approval process.

Strengthening business partnerships is one way to increase our service levels and lower our costs. If we, as the Town, successfully take care of our existing business community, we will attract new business. These are just a few ways the Town is looking to work more closely with local businesses to make our community a great place to live, play and do business.

Aurora's GrandBright Software Inc., founded in 2009 by software developers Graeme Knight and Brandon Schultz, have been hired by Calvet Technologies to build a web based software solution to allow for the remote management, control and monitoring of the LumiSmart Intelligent Lighting Controller (ILC).

LumiSmart is the first of a new class of grid-enabled lighting controllers that manage the power to fluorescent light fixtures for commercial and industrial use. The device is the size of a shoe box and each device manages 150 fluorescent tubes, cutting electricity use by 30 per cent.

GrandBright's software allows users to remotely increase or decrease power, monitor the amount of hydro used and detect any failed devices. The software also allows for full remote "command and control" of devices for utilities, property managers and customers, allowing for on-demand reaction to real-time electrical events. The product reduces carbon emissions by actively reducing energy consumption at the source and minimizing strain on the electrical grid. 	</description>

	<title>Water for Tomorrow program provides rebates to York Region</title>

The Regional Municipality of York has created a comprehensive water efficiency program designed to promote and educate the importance of water conservation and provide water-saving opportunities.

The Water for Tomorrow program is offering free, water-use audits to eligible industrial, commercial and industrial businesses located in York Region. The purpose of these audits is to identify water-saving opportunities through the replacement of older less efficient water equipment with more modern equipment. Examples include the recovery of water from water-cooled boiler pumps and air compressors, reusing steam condensing water and using high efficiency industrial clothes washers. 

Following the implementation of the retrofits identified in a water efficiency audit, approved applicants are eligible for the Capacity Buy-back Program, a one-time incentive of 30 cents per litre of water saved per average day, up to 50 per cent of the total cost of the retrofit (to a maximum of $50,000).

The new $72.5-million state-of-the-art York Regional Police building opened its doors on November 19, 2010. The facility, located at 47 Don Hillock Dr in Aurora will house the homicide, traffic, sexual assault, forensic identification, canine, air support and emergency response units. 

The building replaces three previously leased facilities in York Region, allowing multiple units to work under one roof. The site provides a centralized York Region location for public access and its proximity to Highway 404 provides officers timely access to local municipalities.

The building is constructed to LEED Silver Standards and will also house a collision reporting centre, volunteer screening and information about home safety. 	</description>

The Town of Aurora has been working towards the completion of the Aurora Promenade Downtown Revitalization Study for the Yonge Street and Wellington corridors. The Study recently completed its fourth public consultation session on June 23 and staff are in the process of updating the Plan to address stakeholder comments and concerns.

The June 23rd meeting focused on the draft Aurora Promenade Concept Plan providing descriptions of the areas vision, key strategies, design frameworks and design guidelines.

The strategy portion of the Study was also presented to the public and included recommendations and potential quick wins, development standards and guidelines for managing growth in the downtown area.

A council workshop will be held on Thursday, August 12, 2010, to present the Draft Plan and accompanying Secondary Plan as well as to provide a summary of the stakeholders feedback received to date.

The Town of Aurora recently launched its Clean Up Aurora campaign, a public education campaign outlining several planned improvements in the downtown core in advance of the pending completion of The Aurora Promenade Study - A Vision for the Revitalization of the Yonge and Wellington Corridors.

The Town has begun to make a number of improvements to "clean up" the downtown including painting and refurbishing of railings, beautifying the downtown with flower arrangements, repairing and re-painting historic signage, installing a new playground at Machell Park and removing advertising boxes in key business areas. 

Residents and business owners are encouraged to help with the ongoing campaign by keeping properties up to code, cutting back weeds, ensuring signage is in compliance with the Town's bylaws and if needed, adding a fresh coat of paint to your building.

The Town ofAurora recently launched its upgraded Online Business Directory. The new site features a re-vamped look-and-feel as well as more user-friendly navigation tools including quick link access to business information, products and services, contact information, hours of operation and maps to desired locations.

On the website, users can now upload JPEG images and post URLs to their business website or social networking profile pages. To improve the site's mapping component,the Town (through its service provider),partnered with Google to map all businesses. 

The Town has also made significant changes to streamline site administration, allowing users to edit business information directly from the search results andto add new organizations to the directory. 

Business users can still access the new site with their current user IDs and passwords. Upon login, the detailed view for each listing will have your contact information, directions and share listings as three standard windows.

In a memo received Tuesday night, Mr. Ierullo said six key areas were successfully tackled during the themed year, including the development of an economic development website, business retention and expansion strategies, a study of the Aurora Promenade, small business workshops, and construction investment. 
					
				

						 
						
"These activities are a testament to council's commitment to supporting the local business community in 
								
									Aurora," he said. Mr. Ierullo's report said the growth value in commercial and industrial sectors was up 190 per cent from 2008 numbers. 
								
						

								 
								
The town also strove to make economic information more successful through the new economic development website, which Mr. Ierullo called "a virtual economic development office" to provide advice to residents and business. 
										
								

										 
										
He also cited small business workshops as being particularly well received, with each of the three workshops reaching "near sell-out crowds." 
												
										

												 
												
In the coming months, a secondary plan for the 
														
															Yonge Street and Wellington Street Corridors will be presented by the town. The plan will stem from studies conducted over the course of the Year of Business Initiative to look at ways of promoting opportunities and economic development in

You can rest assured Aurora will take care of business this year. 

It's expected to be a busy year from an economic development standpoint, with several large projects on the go. 

Among them are the second phase of the Smart Centre at Leslie and Wellington streets across from the Wal-Mart and the Schmidt/Rice Commercial development, which will see the construction of a retail plaza at Bayview Avenue and Wellington offering shoppers several new stores including Longo's. 

The town has a host of planning applications at various stages of completion, but planning director Marco Ramunno cautioned it is difficult to say how many would come to fruition by year's end.

Other projects on the town's planning application status list include a new two-storey building on Yonge Street that will house a Royal Bank and retail stores on the main floor with offices occupying the second level. 

There is also substantial industrial development eyed for the town's employment lands, chiefly on Don Hillock Drive and Goulding Avenue southeast of Leslie and Wellington.

Residential growth in Aurora has typically come in the home of single-family dwellings, but the trend seems to be shifting toward more condominiums. 

It's a shift that's mirrored across the region and GTA, Mr. Ramunno said.

"We've got a handful of what I would call mid-rise buildings on the go in this area," he said.

Mayor Phyllis Morris said she's glad to see plenty of signs of economic life in the town, adding while the planning list is only a collection of possibilities for the future, it's a good indication Aurora is still an attractive place for businesses to set up shop. 

Equally fantastic is so many of the businesses already open have set down roots for the long term, she said." The growth at (Hwy.) 404 is part of our plan, but we've also got a lot of activity in the downtown and the south end of town," Mrs. Morris said. 

"We've got new businesses coming to our downtown - there's that huge investment in the Aurora Shopping Centre, the redevelopment of the Shoppers Drug Mart and the new building going in where the old Aurora Toyota was - so things are really happening all over. It's good to see we're still being sought out despite this economic situation we all find ourselves in." 

The examples of economic progress are many in Aurora, Mrs. Morris said, adding it's something she hopes continues. It's important, she said, for the town to do whatever it can to help new and old businesses not only survive, but thrive. "The downtown has been and will continue to be council's focus as well," Mrs. Morris said.

To that end, she hopes to take a hands-on role assisting local firms by convening roundtables between businesses, the Aurora Chamber of Commerce and other groups. She also plans to declare 2009 a year to focus on business and economic development, pending council approval.

It's hard, however, for a town to do it alone, she said, adding other levels of government also need to get on board, roll up their sleeves and lend a hand.

If the health of a community can be measured in part by the vibrancy of its downtown shopping and historic district, how well is Aurora doing?

Very well, as it turns out. Even in the midst of an economic downturn Aurora continues to attract new business to its Yonge and Wellington Street corridors, not to mention that the pace of commercial development throughout the Town is setting records. (For residential taxpayers, this is good news - but that's a different story.)

It's nice to see a revitalized Aurora Shopping Centre and a new Shoppers' Drug Mart anchoring the south entrance to the Town, a new Longo's and CIBC to the east, and new development to the north.

It's great to see new restaurants and stores giving our town their vote of confidence by opening in the historic downtown core.

As the volunteer Chair of the Town's Economic Development Advisory Committee, I continually hear positive feedback from businesses about why they are locating in Aurora. Aurora has the right demographics - the right type of customers, the right type of space, one of the best commercial tax rates in the GTA, and a welcoming Town Council and Staff.

It's simply the place they need to be to succeed. However, we can always do more. There are still too many empty storefronts, too many empty lots, and too many commercial developments along Yonge Street that are outdated, tired and in need of redevelopment.

Over the years Aurora has tried to tackle the decline in its historic downtown core. While there was some success, the consensus was that more could be done.

As a business person and resident, I'm delighted that Mayor Phyllis Morris chose to proclaim 2009 the Year of Business Initiative and put a spotlight on Aurora business retention and expansion. With the support of council, she launched a major initiative to revitalize Aurora's historic shopping areas and set the stage for what should be spectacular, people and business friendly areas.

This initiative, called The Aurora Promenade is turning out to be the single largest economic development opportunity in Aurora in decades. Because of its scope and depth, it will certainly have a much greater and lasting impact than past business studies.

The study covers an area that takes in most of Yonge Street as well as Wellington Street. In her opening remarks at an early public workshop, the mayor said the study will demonstrate Aurora's high standards and that she is confident Aurora has residents and business people who can, and want to, deliver the best. She's right.

The input from citizens and business people has been nothing short of amazing.

They have challenged all of us involved in the study to develop unique solutions to tough problems. This study is distinct from past initiatives in that it is a planning study that will ultimately produce an enforceable planning bylaw for the Town.

That means, unlike other business studies, this one will have "teeth". This secondary plan will guide future development and impact issues such as urban design, development permissions, traffic and transportation, parking, height and density standards. 

The result will be a plan that impacts every development proposal within the Aurora Promenade area and will create viable development and redevelopment opportunities for businesses and property owners. As Yonge and Wellington Streets change under the direction of the new planning bylaw, what will emerge will be a unique area that draws people who want to shop, dine, visit, participate in arts and culture events, or simply stroll and enjoy the ambiance of the area.

The study will address the complexity of the Aurora Promenade area with policies that target four distinct character areas. The character areas have been identified based on several considerations including natural and cultural heritage characteristics and built form.

The editor of this paper will recognize this concept because it's not new - it was suggested several years ago by him when he was a Town Councillor. The idea was ahead of its time, but has now come of age.

The opportunities in Aurora's downtown are impressive. One highlight is the significant commercial space within the study area. The more than 900,000 square feet of commercial space that exists along Yonge Street is almost double the total capacity of the Wellington St. and Highway 404 Smart Centres development (a.k.a. the Wal-mart Plaza).

This creates opportunities for redevelopment as well as eventually repositioning a huge area as a unique retail and special events centre of the town. The area also provides exceptional exposure for businesses along one of Canada's busiest streets, and boasts strong transportation links and planned improvements to both VIVA bus rapid transit service and GO train service.

The study area purposefully included the GO station and surrounding area to ensure we can maximize the improved train service promised for the near future.

There is also significant existing public investment in the area including the Aurora Public Library, the Church Street School Cultural Centre and the Aurora Peace Park and Cenotaph.

All of these signal a commitment from the Town to support a strong and vibrant traditional shopping district. There are also a number of intensification projects currently underway that will help to provide alternative forms of housing offering choice for first time buyers and those who want to downsize and will enhance the vibrancy of the area.

Significant private sector investment is evident in a number of mixed use and commercial developments, such as the new development at Yonge and Tyler Streets, and the previously mentioned façade improvements to the Aurora Shopping Centre, a new Shoppers Drug Mart and the redevelopment of the previous Aurora Toyota site.

This level of private sector investment is a testament to the coming opportunities in the Aurora Promenade. For those of us lucky enough to be born in Aurora - or those smart enough to have moved here - we know how important a vibrant downtown is to maintaining a positive town image and ensuring Aurora remains a great place to live, play, work - and do business in.

There will be more public consultation in the coming months so please watch for advertisements, or visit the Town's website for background information and to sign up for emailed announcements. You probably want to be involved in one of most exciting initiatives to hit Aurora in years.

	<title>ECONOMIC DEVELOPMENT-Business in Aurora</title>

The Town of Aurora has never had an identity crisis. It knows what it has to offer, what it is made of and how to work it to the town's advantage.

It's a small municipality—population about 50,000—sandwiched between King Township, the Town of Newmarket, Town of Whitchurch-Stouffville, Townof Markham and Town of Richmond Hill.

A significant part of the town is protected by Oak Ridge Moraine and greenbelt legislation, which limits growth in the town, but it does have established links to transit and capacity for additional employment on its 258 acres of prime undeveloped lands in five-employment areas.

The town's economic development staff is currently working on three major projects to support its local businesses: new economic development website—set to launch at the end of the month; downtown revitalization study; and business retention and expansion strategy.

The downtown revitalization study is looking at the Yonge/Wellington corridor and the goal is to create a secondary plan for the downtown that addresses revitalization, beautification and cultural opportunities.

The draft report of the business retention and expansion strategy is being refined and is slated to come before the town's economic development advisory committee on December 10. "The real purpose of the strategy is to expand and strengthen the local business presence in Aurora," town business support and continuous improvement program manager Anthony Ierullo told NRU.

He added that the town has a strong working relationship with the Aurora Chamber of Commerce, which has about 1,300 members, and there are untapped opportunities for cross-promotion and joint initiatives.

Part of the strategy will look at ways to engage market segments in the town that may not be connected already. Sectors such as manufacturing and home businesses have to know they can use the town as a sounding board for challenges they are facing and there may be business opportunities for them in working with the town, Ierullo said.

The town has about 1,300 businesses and 150 industries and head offices. More than 82 per cent of Aurora businesses have less than 20 employees. Businesses in the town currently employ about 18,000 people and that total is forecast to grow to 30,000 by 2021. The town has designated employment lands along the Highway 404 corridor, where there is about 200 acres of approved lands, but it also has employment lands along Wellington Street west, at Bayview Avenue and St. John's Sideroad and in its Industrial Parkways north and south. 	<title>Still time to participate in downtown core study</title>

Got an idea about how to breathe new life into Aurora's downtown core? The town wants to hear it. 

The Yonge Wellington Corridor Study is well on its way, but there's still plenty of time for you to have your say on the emerging vision for what's been dubbed The Aurora Promenade. Comments are still welcome and another public information session will take place soon, planning services director Marco Ramunno said. 

The hope is to have a draft secondary plan ready by year's end and for the final plan to go before council for approval early next year. 

For the most part, reaction to the process has been very positive, Mr. Ramunno said, adding all public sessions have been well-attended by a good mix of residents, businesses and landowners. 

The consultants working on the study, The Planning Partnership in concert with strategic advisors from transportation engineering firm Poulos&amp;Chung and heritage architects ERA Architects, have put extensive work into the study, which takes into consideration Yonge Street from just north of Industrial Parkway South beyond Aurora Heights Drive and Wellington Street from just west of Yonge over to John West Way. Their work has highlighted the importance of the aesthetics of the buildings in the downtown area, zeroed in on some of the area's traffic woes and emphasized the desirability of green space and creating a more pedestrian-friendly community. 

Recent workshops have identified a preference for new mixed-use low-rise and mid-rise structures with a minimal setback from the road. 

Research has also suggested different urban design strategies. One calls for the creation of various character areas that highlight the distinctiveness of each of the segments in the promenade, while others call for the streets to be categorized by their use. 

Some strategies use streets to divert through traffic away from Yonge while others suggest streets should lead toward green space. 

The space surrounding the Aurora War Memorial has also been re-imagined to possibly foster the creation of new mixed-use buildings that would showcase its beauty. 

Mayor Phyllis Morris said she's looking forward to seeing the latest report on the study. 

Things are moving ahead nicely, she said, adding she's heard people in the study area are welcoming it warmly. 

"Everyone seems very excited about it," she said. 

Regardless of how one might feel about the prospect of the downtown revitalization, Mrs. Morris encouraged everyone with ideas to get involved in the process. 

Beyond the revitalization study, there are many other signs of life in the area, Mrs. Morris continued, adding GO Transit is continuing its work on the parking garage and will also relocate a bell, currently sitting idle at the old library, to a new parkette by the train station. 

The recent news the town can place a message of welcome on the rail bridge at the south end of town was also great to hear, she said, adding she's also looking into having some of the town's signs moved to the actual boundaries and having population figures on them corrected. 

In any case, no one should expect the downtown to revitalize over night. It will take time and it might even be some two decades before all of the big changes envisioned come to pass, Mr. Ramunno said. 

"This plan will serve as a guide for the future redevelopment of the area," he said. "It's a long term strategy and, like most of our plans, it envisions a 20-year development horizon and will probably evolve over a number of years."	</description>
